2019年底暴发的新冠肺炎疫情是一次重大的公共卫生事件,它对我国乃至世界的社会经济都将产生巨大而深远的影响。遗憾的是,这样的事件已不再是百年一遇,而是十年一遇或更短的时间,因此如何有效地应对大规模传染性疾病的暴发是人类社会面临的十分重要而迫切的问题。这次新冠肺炎疫情既是一个不幸,也是一个难得的学习机会。通过对疫情防控过程的回顾,以及对在该过程中所遇到的一些困难的梳理,发现很多问题最终都可以归结为供需矛盾的问题,而供给侧的挑战通常又都源于供应链的无序和混乱。文章结合现代供应链管理理论的一些基本原理,对疫情防控工作进行了分析并给出了建议,如建立全国联网传染病监测中心、国家防控战略物资安全库存、国家突发事件应急管理指挥中心等。另外,疫后经济重建也至关重要,因此还从供应链思维的角度,分析了新冠肺炎疫情的行业影响,以及企业复工复产过程中应该注意的事项。  相似文献

在美国实现教育平等的历程中,配额扮演着关键的和富有争议的角色。早期的配额制度是种族歧视的工具;民权运动时代,配额成为矫正种族歧视、实现教育平等的有效措施;上世纪70年代之后的反向歧视诉讼,使种族优惠措施经历了严格的司法审查,配额最终被一些更为灵活、审慎的政策所替代。伴随着配额制度的兴衰,美国的种族关系经历了歧视、反歧视和反向歧视的曲折过程。在上世纪美国调整种族关系的关键时期,配额制度引发的司法审查和社会争议,最终促成了种族教育平等。  相似文献

Impulse-based coupling synchronization of multiple discrete-time memristor-based neural networks with stochastic perturbations and mixed delays

The global synchronization problem of multiple discrete-time memristor-based neural networks (DTMNNs) with stochastic perturbations and mixed delays is studied under impulse-based coupling control, where the coupling control only occurs at discrete impulse times. The impulse-based coupling control will further reduce the communication bandwidth for multiple DTMNNs to achieve coupling synchronization. We construct an array of multiple DTMNNs with stochastic perturbations and mixed delays and propose a novel impulse-based coupling control scheme. By utilizing Lyapunov–Krasovskii functional technique, schur complement technique and linear matrix inequality (LMI) method, some sufficient synchronization conditions depending on stochastic perturbations and mixed delays are established. At the end of this paper, a numerical example is given and the effectiveness of the impulse-based coupling control is illustrated by using MATLAB programming.  相似文献

In this paper, the problem of mean-square integral input-to-state stability of nonlinear impulsive semi-Markov jump delay systems is investigated. By using stochastic Lyapunov functions together with Razumikhin technique, some sufficient conditions for mean-square integral input-to-state stability for a class of nonlinear impulsive semi-Markov jump delay systems are developed. In particular, the results obtained generalize and complement some recent literature. Practical constrained output feedback formation control of underactuated vehicles via the autonomous dynamic logic guidance

This paper investigates the practical leader-follower formation control issue of underactuated vehicles. To achieve the waypoints-based formation navigation, the autonomous dynamic logic (ADL) guidance is proposed by incorporating the marine practice into the virtual ship-based formation guidance strategy. In the proposed guidance, only a dominant virtual leader is required for constructing the waypoints-based formation reference framework, which shows the simplicity and the practicability. As for the control part, a constrained output feedback algorithm is developed by means of the linear extended state observer (LESO). By constructing the augmented variable, the model uncertainty and unknown disturbances are integrated to be estimated and compensated together. In addition, a second-order dynamic auxiliary system is designed to handle the problem of actuator saturation, where two additional saturation compensation terms are introduced to stabilize the kinematics and the kinetics error dynamics, respectively, and the smoothness of constrained control signals can be guaranteed owing to the modification of Gaussian error function. Using the Lyapunov direct method, all signals in the closed-loop system are proved to be semi-global uniformly ultimately bounded (SGUUB). Finally, two simulation experiments, including the comparative experiment and the formation navigation experiment in the presence of simulated ocean disturbances, are carried out to illustrate the feasibility and the superiority of proposed scheme.  相似文献

关联规则是数据挖掘领域一个重要的研究任务。文章首先介绍关联规则的基本概念和常用的关联规则算法。接着以上海交通大学两年的图书流通数据为研究对象,利用关联规则和Apriori算法,分别对图书的类别和特定图书的借阅关联性做出分析,得出图书大类和一些单本图书的借阅关联性特点,最后在此基础上为图书馆工作和个性化服务提出合理建议。  相似文献
